PIC administers Delaware's only federally mandated Parent Training and Information Center (PTI). As per the Individuals with Disabilities Education Act (IDEA), PIC is responsible for providing information, training, technical assistance and support to parents and caregivers of children and youth with a broad range of disabilities: Learning, physical, emotional, intellectual, developmental and medical, from birth to age 26. The Educational Surrogate Parent Program is administered by the Parent Information Center through a contract from the Delaware Department of Education (DOE). Educational Surrogate Parents (ESPs) are volunteer advocates who act as parents in the special education process on behalf of children with disabilities who are in the state’s foster care system. The provision for appointing Educational Surrogate Parents was established under the federal Individuals with Disabilities Education Act (IDEA).
The DOE provides PIC with the financial and technical assistance to enhance our overall services for parents, in particular Spanish speaking families, educators and other professionals. Additionally, PIC is an active partner in the State Personnel Development Grants issued by the U.S. Department of Education/Office of Special Education Programs to help states enhance teacher capacity.
This partnership provides PIC with additional funds to offer training, information, and support families of infants and toddlers with disabilities or developmental delays throughout the state.
Two separate grants from Family SHADE allow PIC to provide information and support to Hispanic families of young children with special healthcare needs or disabilities in Sussex County. Through this support, PIC is helping parents access a coordinated system of care that improves their child's life.
