About PIC of DE
The Parent Information Center of Delaware (PIC) is a statewide non-profit organization with a mission to improve health and educational outcomes for children and youth by empowering families — particularly those raising children with disabilities and special healthcare needs or facing educational or health access barriers. PIC provides statewide services with a focus on equitable access and family voice.
Position Summary
The Executive Director (ED) serves as the visionary leader of PIC, driving the organization’s mission to improve health and educational outcomes for children, youth, and the families who support them — particularly those navigating systems of special education and healthcare. In partnership with the Board of Directors, the ED ensures fiscal stability, program excellence, and organizational sustainability while fostering a culture of collaboration and respect among staff, board members, and community stakeholders. The ED builds and maintains relationships with policymakers, partner organizations, and funders, and serves as PIC’s primary voice in advancing equitable access and family engagement statewide. The ideal candidate brings deep knowledge of special education and health systems, proven nonprofit leadership, and a genuine commitment to high expectations and positive outcomes for every child and family PIC serves.
Specific Responsibilities:
Organizational Leadership
· Ensure overall organizational effectiveness and day-to-day management aligned with PIC’s mission and strategic plan.
· Promote accountability and continuous improvement across all programs and functions.
· Serve as the primary spokesperson and representative of the organization.
Fiscal Management & Fund Development
· Lead the development of grant and contract funding strategies and secure diversified funding sources.
· Establish and oversee annual and multi-year budget priorities with the Director of Operations.
· Ensure organizational compliance with financial policies and funder requirements.
· Report regularly on financial status and fund development progress to the Board of Directors.
Program Development, Management & Oversight
· Ensure effective implementation of all grant- and contract-funded programs.
· Recruit, supervise, and evaluate program staff
· Promote staff development and ensure subject matter expertise in education and services related to those with special healthcare needs.
Board & Governance Support
· Serve as the primary partner to the Board of Directors in strategic planning and policy development.
· Attend and report at Board and committee meetings.
· Support board member onboarding and ongoing training as necessary.
Public Policy & Community Engagement
· Collaborate with agencies, organizations, and policymakers at local and national levels to influence systems of care and education for children and youth with special healthcare needs and their families.
· Build and maintain partnerships with state agencies, community organizations, and policymakers to strengthen PIC’s reputation as a statewide leader in family engagement, health, and special education advocacy.
Qualifications
· Advanced degree in education, nonprofit management, public policy, legal studies, or related field preferred.
· Minimum five (5) years of nonprofit leadership experience including managing programs, staff, and budgets.
· Progressive experience in education and/or working with populations with special healthcare needs, including at least two years of direct experience in special education, health advocacy, and supporting families in navigating these systems.
· Demonstrated success in grant writing and fund development.
· Available to travel within the state of Delaware and out-of-state as necessary for training and/or conferences.
· Proficiency in Microsoft Office Suite.
