About the Parent Information Center

Our Mission:
To advance effective parent engagement in education. 

We are especially focused on supporting parents of children with disabilities and youth self-advocates to assist them in gaining the knowledge and skills to access appropriate special education programs and related services.

Our Vision:
For all children to fulfill their potential to succeed.

Established in 1983, the Parent Information Center of Delaware (PIC) is a statewide non-profit organization with a mission to advance effective parent engagement in education.  We deliver important information, education, and advocacy to help parents and caregivers with diverse needs understand public education policies and program options.  PIC empowers parents to become their child's best lifelong advocate!

PIC administers Delaware's only Parent Training and Information (PTI) project as mandated under the Individuals with Disabilities Education Act through the US Department of Education, Office of Special Education Programs (OSEP).  As the only PTI in the state, our commitment to OSEP is to direct parents to an amicable approach to resolving conflict in the IEP process. The PTI provides parents and caregivers of children with disabilities between birth to 26 the information and skills necessary to become effective partners in their children's provisions for special education and related services. 

We help parents, caregivers, and advocates of children by providing:

  • One-to-one consultations with families by phone, by email, or in person
  • Live workshops and webinars
  • Online resources, including this website, weekly e-newsletter, and social media
  • Special programs to support Hispanic families, children with disabilities in the foster care system, and families of children with disabilities and mental health needs
  • Outreach to underserved families
  • Development for educators and other professionals

Principles that Guide our Work

  • To develop relationships with parents, caregivers and professionals that are based on understanding, respect, and trust.
  • To serve families in a manner that is culturally appropriate, responsive and accountable.
  • To acknowledge and support families’ individuality based on disability, race, culture, or language.
  • To support families in their role as advocates for their children, as resources to others, as leaders and as systems change agents.
  • To respect and maintain in confidentiality the information families share with us.
  • To provide services which are relevant, of quality and easily accessible to families.

Our History

Founded in 1983 to provide information, education and support to parents and caregivers of children with disabilities, the Parent Information Center (PIC) continues to offer support to these families and many others statewide, as well as educators and other professionals.  Since its inception, PIC has impacted thousands families in Delaware through its individual consultations, workshops, webinars, newsletters and online services.

PIC is also a critical partner in the development of education policy that impacts outcomes for children with disabilities through its representation on many state education and policy making councils and committees.
