EDUCATIONAL SURROGATE PARENTS

Each year, hundreds of children throughout the state are living in foster care. To ensure that children with disabilities who are in Delaware’s foster care system have a strong advocate to represent their educational interests, PIC coordinates the volunteer Educational Surrogate Parent (ESP) program.

As an ESP, you will take part in trainings, learn about issues related to disabilities and education, and attend meetings at schools on behalf of the child. For the community volunteers and foster parents who serve as an ESP, PIC is a valuable resource in making sure that these vulnerable children can access appropriate education and related services.

The provision for appointing Educational Surrogate Parents was established under the federal Individuals with Disabilities Education Act (IDEA). PIC works closely with the Delaware Department of Education and the Delaware Department of Services for Children, Youth and Their Families to deliver this program.

To learn more about the ESP Program, please contact Kathie Herel or call 302-999-7394.

BOARD MEMBERSHIP

Governing Board

PIC is governed by a volunteer Board of Directors comprised of parents of children with disabilities, educators and community leaders who represent the broad range of families and professionals that PIC serves. Governing Board members provide expertise in guiding PIC and ensuring that the organization meets its mission and the expectations of its grantors and partners.

The PIC Governing Board meets quarterly, and between meetings, members are actively engaged in committee work around strategic planning, policy, fund and board development and by representing PIC in the larger community.

PIC board members, many of whom have benefitted from PIC’s services are dedicated and loyal supporters of the organization. If you are interested in learning more about opportunities on the PIC Governing Board, please contact Tika Hartstock, Board President.

Advisory Board

PIC recognizes that not everyone has the time to devote to the demands of our Governing Board. PIC’s Advisory Board meets bi-annually for a review of PIC programs and funding, to connect PIC to possible sources for growth and development and to gain insight into issues in education in Delaware and the nation.
